Der Artikel beschäftigt sich mit der Regulierung des Exports westlicher Technologie in die Staaten des Ostblocks (1950 - 1994) durch informelle Zusammenarbeit westlicher Staaten im "Koordinationsausschuss für multilaterale Ausfuhrkontrollen" (CoCom). Der Ausschuss veröffentlichte und aktualisierte Export-Verbotslisten für hauptsächlich Waffen, Kernenergietechnik, Industrieanlagen und Mikroelektronik in Empfehlungsform. Das Exportverbot isolierte Ostblockstaaten faktisch und führte dort zu einer eigenständigen Technologieentwicklung und Abhängigkeit zur UDSSR.
